Dakhlallah’s entry into the infrastructure sector began with the creation of the NSE.CI in 2012. The company emerged after a national crisis in Côte d’Ivoire when the country faced critical needs in civil works and urban development. Focused on roads and public infrastructure, NSE.CI positioned itself as a reliable service provider that can meet the country’s demand for stable and durable construction.
As the company built credibility, Dakhlallah began to look beyond national borders. In 2020, he established PORTEO Group as a broader infrastructure conglomerate, rebranding and restructuring NSE.CI to serve a regional purpose. Today, PORTEO operates across Côte d’Ivoire, Bénin, Togo, Senegal, and Gabon, with additional expansion efforts underway. This regional shift has allowed him to address infrastructure disparities in several developing markets while maintaining a consistent operational framework.

Under Dakhlallah’s leadership, PORTEO has completed over 2,000 kilometers of roads and highways across its areas of operation. These projects connect cities, rural zones, and trade corridors, enhancing mobility and regional commerce. The group emphasizes quality and utility, from high-traffic urban routes to strategic intercity links.
Beyond construction, PORTEO contributes significantly to local employment and economic development. With more than 4,000 employees on its payroll, including those working through subcontracting partners, the group is an important job creator in each market. In 2023, PORTEO recorded revenue of approximately 285 billion CFA francs—equal to around €436 million—highlighting the company’s operational reach scope.
Gaining Regional Recognition
The company’s contributions have earned it a strong reputation in business and development communities. In 2024, PORTEO was named among the Top 500 African companies by Jeune Afrique, a notable benchmark of commercial influence. Later that year, PORTEO received a distinguished award at the International Africa Development Forum (FIAD 2024) held in Casablanca, recognizing its support of South-South cooperation and regional growth.
At the same time, Dakhlallah has positioned PORTEO to move beyond construction. The group invests in new sectors such as data center infrastructure, hospitality ventures, and agribusiness development.
